I'm not sure if a "dry-on-wet" technique in watercolor makes any sense (wet-on-dry and wet-on-wet are well known), but this is exactly what I did here. On the initial washes (before they dried!) I spread a bunch of masking fluid drops. After it dried, I painted (actually drew) on top of those washes and masking stuff with a dry brush. Then removed masking fluid.
