The painting is by Rouault. I cannot find the title. Google Rouault and check the images; it is on page 35.

My guess is that the title would be the Clown or A Clown. He painted many "clowns" most as in the style of stained glass windows with thick black line.

I found it. It is the Apprentice by George Rouault.
